There are no mods for tdu2. There's cheats, trainers, hax. e.g. The so called community patch. Don't unpack, its disallowed by atari. To achieve lev 73 [63] does require some skill and time [and fun], set controls right, learn the tracks and handling, Cheats dont persevere and learn controller setti...

imo, Eden will bid in the 'must sell sale' ordered by courts on Sep 20. And eden will get tdu at cheap price, not 1.5 mill.
Next, Eden will fix the stuff atari broke, then put dlc3 out and Dubai.
Eden as dev and publisher then work on tdu3.
