Heavily doubt KT can get it done this year, they also have TT isle of man 2 this year. Totally can believe the Epic store BullSH*t, they did the same thing to WRC 8 last year(prob not a issue for me since xbox is where i play my new stuff now). I doubt they would launch in 2018 anyways, you got the crew 2 coming in the spring/summer and Forza Horizon 4 in the fall, not a great year to try and compete in the open world racing market. Plus who knows how long they have been working on it for, they might be 2-3 years out still on the game rele...

Got a GPD Win, tested tdu2 and tdu on it. TDU2 is ok for crusing outside the cities, but the cities are pretty bad. TDU runs really good with just some basic dips in the cities.
