Yes it is the fastest DUAL GPU card at the moment. But for games i still prefer NVidia over ATI/AMD, better support in games and also much better drivers.
Also keep in mind that the Titan card is singe GPU only and can use all the 6 gig of memory, where the dual GPU 7990 can only use half. Still plenty for all current games btw. Not all games scale well on dual GPU cards.
Personally i would still choose the Titan over the 7990. But my current GTX660TI runs everything at full as well.
