Which is better and what are the pros and cons of each?

I would have to say PC but its kind of hard to pick with out Trying both machine's to compare on even playing Field

It depends on what kind of gamer you are.
Shooters are better on PC while Car/Driving and Fighters are more enjoyable on consoles, at least IMO.
But perhaps the thing that most matters is this:

If you don't want a hassle with some games and just play, grab a console.
If you want to get everything out of your game and don't mind spending some time on setups, grab a Game PC.

The PC is better because of the many more opportunities it has over the PS4 console, but the PC is also more expensive to buy - if you buying all new hardware.
I also use like Madman a wireless MS XBox 360 controller for Windows, and it works great - and i think you "might" also be able to used a PS4 controller on the PC, but i'm not completely sure about that.
But bottom-line:

How does it work when people do the next gen recasing and put Xbox in a PC case not sure if anyones done it with PS4 yet but would that make the PS4 a PC

Which is better? PC hands down provided you build your own. I won't speak about pre-built PCs since I haven't owned one in a long time and I'm not sure about what value they bring to the table these days.
Pros and cons of each?
PC pros:
- Price. This woudl depend on a lot of things, but if you are patient and buy parts to build PC when they are discounted, you will get more bang for your buck. Even at full retail I'm fairly certain I could build a PC that gets similar performance to a console for the retail price of a console (or less).
- Price of games. Steam sales, enough said.
- Versatility. You can use tons of different software that isn't limited to games. 32 bit windows has about 30 years of backwards compatibility.
- Modular. You can easily replace individual components in a PC, usually without voiding warranties. This is particularly useful for upgrading to more powerful parts.
- Peripheral support. You can simply use more peripherals on a PC compared to any console ever made.
- Performance. "Next gen" consoles have been compared to be about equal to a PC running a r7 260x (130$ gpu). Higher end PC parts give vastly superior performance when compared to console.
- Eyefinity/surround.
- Will be able to run games @ 4k resolution with an acceptable framerate in the future (maybe some rigs can get a good FPS now, not sure)
- Games that are PC exclusive (thers' more PC exclusives when comparing to a single console)
- A PC can run multiple OS's and the platform is generally more open than consoles.
- Mods
- Reusability. This kind of falls into the versatility category, but deserves its' own mention. Once your console is old and you replace it when the next gen console, there's not much use for the old one. If you entirely replace a PC with a new one, the other one can serve a variety of purposes such as but not limited to: Running a TS server or other servers, browsing the web while playing a game (or using other programs), bitcoin mining maybe? (never done it), donating to someone that needs it for school or other reasons, lurking on forums, spare parts (for those that are technically inclined), etc.
- Easy to install/remove parts (provided you take the 5 minutes to watch a reputable youtube video)
- Most PC games don't require you to pay microsoft money to use online multiplayer features.
- A personal computer can be used as a tax write off provided you can prove it's being used for work (this includes PCs with high end gpus).
- Free software, there's alot of it.
- An older PC can be overclocked in an attempt to get the performance needed to run games at or near 60 fps.
- Better warranty. Two things to be said about this. 1. If something needs to be sent back on warranty you only need to send the part, if you have a spare you can still use the PC 2. Some pc parts come with lifetime warranties.
- PC's can run alot of games through emulation. Dos games, ps1, ps2, nes, snes, n64, the list goes on.
Cons:
- Hardware driver stability (BSODs i'm looking at you). Not such a big issue these days though for hte most part.
- Can be intimidating for some people to build/use/maintain PCs.
- Size of the case is some applications (barely a con these days, but the average case is bigger than a console so deserves a mention)
- Due to the open nature of PC's, it's alot easier to break things. For example deleting your windows folder could cause you problems. Essentially, PC's are not as dummy proof as consoles are.
- Buying PC parts is not always easy and there are definitely companies that are looking to rip people off.
- Vague system requirements can mislead people with lower end PCs.
Consoles Pros:
- Easy to use.
- No assembly required.
- Simple to purchase
- Only system requirement you need to know is what console the game is meant to run on.
- Comes with a gamepad! (could be wrong here, havne't looked into it for "next gen")
- Smaller than hte most common PC cases (atx, micro atx)
- Console exclusives
- Backwards compatibility. Not even sure if this is still existant, but I remember that the ps2 could play ps1 games.
Cons:
- Weak performance for 500$. In 2 years time consoles are going to be way behind budget gaming PC's in terms of performance
- Can't be upgraded to improve performance
- Very limited versatility
- Very limited reusability
- Some games require xbox gold/psn subscriptions to play them in their entirety
- Very very limited modding
- Unlikely to be able to run games at 4k, considering developers already are struggling to run games at 1080p with 60 fps.
This is obviously not a comprehensive list, but covers what I think to be the main pros and cons.
Now you may be wondering, how/why does PC win hands down? Simply because of the fact that performance wise consoles aren't winning and a PC can do more (versatility). The only thing "next gen" consoles really have going for them is exclusives (note again that PC has more exclusives than consoles, most PC exclusives are not exclusive because of a contract that prevents devs from porting to another platform). However, this doesn't make them better than PCs, it's only a marketing trick that gives you a reason to buy a console. In other words, you aren't buying it cause it's good, you're buying it because you want to play a certain game and you absolutely need the console to do so.
Of course if your friends are limited to gaming on a certain platform, it may be best to play on that platform as well even if it is inferior in many ways. If you are having fun playing games on a certain platform that's all that really matters.
Try not to read into this that I am some type of PC elitist. I really could care less what platform you game on, I will still think you are a cool bro because you game period. I am just firm in my belief that PC's are far superior machines in many ways.
