While watching the videos found in this thread I couldn't help but take interest in the hot rod wreck, and sure enough it seems that you'll be on a hunt to find 20 parts for this guy.
It's in the The Crew - Freeride (at Gamersyde) video at the 1:30 mark.

Yes, the Hot Rod is one of the "secret" cars, you can find in the Game.
There should be at least 5 of them.
