They indeed mention DX11 as minimum requirement. But the list of supported graphics cards has a lot of DX10/DX9 cards.
Makes me wonder how that game will look on a ATI2600, GT220, Nv8600 or Intel HD3000, lol.

If you want the eye candy, you will need a DX11 compatible card for sure.

The specifications are correct. Grid 2 needs DirectX 11 and will not run under Direct X9

Has to do with the OS and not your video card.

Originally yes, but after SP3 it supports DX11 as well.
