Thank you My gaming platform is pc. I can see players when I wander in store or casino but I can not see players drive car on roads. Sorry my bad english

Sounds like you may have connection problem, do you have any anti virus software running that might be blocking the ports on your computer.
Dose it say something like PortRestrictedCone when you start the game if so check your firewall

Reset connection or try a wired one if you aren't doing so already.

can also try to flush your dns in case your computer is directly connected to the internet (ipconfig /flushdns)
With fullcone it should be working
