That is exactly whats happened. After last reboot some servers are not reset or still needs to be rebooted

7C. eh , well that sucks. Had that here, a couple days ago, but with a windchill of 5C. No biggie, it's those -40 and colder days, during the winter, that suck. Oh, that and the boatload of snow.

Got on for a bit today. Seems my backup save is working fine. Original save was still ruined by this. Back up your saves !
Was able to access and buy bikes and zr1 with alternate character as well so looks like it was an issue on their end after all.

Yes, servers have been rebooted.
Casino can be accessed as well.
