There are some server issues. Team is working on a fix

Yes, they are
PS I had 3x a crash of the game in 2 hours time. Not completely stable yet.

The Crew Scheduled Maintenance
We will be performing a scheduled maintenance for The Crew on PS4, Xbox One and PC, Thursday, December 18th, from 9:30 to 11:00 AM CET (GMT+1).
This maintenance will allow us to apply some game fixes as well as improving the global stability of the servers.
Along with this, we will also implement patch 1.5
The Crew – Patch 1.5 (PC Only)
During our maintenance we will be deploying a small patch that aims to apply the following changes:
Challenges in the welcome dashboard fix.
Fix support of HBAO+ with AMD card
Minor bug fixes and stability improvement.
