It could be 'AMD Raptr' or 'Nvidia game ready' that have set the game up in a way it can't run, have a look at it. If that doesn't fix it then verify your game files

You can try to remove [PCScalability] from MyDocuments/TheCrew and reboot the game. It should create a new one.

Make a Back-up first off course.

Or Use the Uplay file integrity scan.

I tried lots of things, delete the whole folder from the documents, open the ports for the uplay and the game, switch off the cloud save at uplay, disable the proxy connections in the uplay, but the game freeze when I hit the enter at the main menu... but... if I hit the enter lots of time.. sometimes the game start to load and sometimes finish the loading and I can drive.. but I don't know how why

You didn't say if you have tried to verify the files through Uplay?
If not you need to try that next.

might sound silly but have you tried restarting PC sometime i don't restart mine for a few months when i do it does help this sort of issue

You cannot seriously tell me you leave your PC on for months on end.
