I prefer Waluigi more colorful becuase that is his true apperance but since Brawl has dull colors it makes sense to make Waluigi's color scheme the same as his assist trophy. But Quinton Flynn voices Raiden in PSASBR, not Langdon. Maybe he just confirmed a PSASBR 2 or someone from Nintendo got him to change the story to cover up Snake's inclusion.

Assumin' it's true, I would guess Raiden's just got 2 or 3 lines of dialogue in the game, something like one Codec call involvin' him or just a few sound clips for an assist trophy. Flynn was probably unavailable for whatever reason so they just got a second choice VA, figurin' it's not a big deal ...
